Most, if not all of Georgia's textile manufacturing is located north of Atlanta.

Stranger than Fiction
The introduction of 53' trailers in the 1980's Caused a stir. Georgia rebelled, and said no.
They also began confiscating trailers. They refused to release the trailers. The Georgia DOT excuse was that the state did not recognize the new authorization.
Trucking companies using I-59 from Tennessee to Alabama were having their trailers confiscated in the 25 miles of Georgia. And Georgia wasn't giving them back.
The economy was much different then, and the insurance carriers were not going to cover the loss of a trailer in a legality dispute. This represented a huge loss to some of the major carriers, a dozen or so trailers - gone, confiscated. Cargo intact.
Finally, a major carrier (I forget whom, Swift or Hunt or Werner or somebody) won a court order to have the freight released, but the order could not specify how it was to be released. That was a State of Georgia ruling and Interstate Delivery required a Federal Ruling. Rather than wait months, for a ruling that was eventually upheld; the carrier had the entire 53' trailer helicoptered out of the state.
The entire industry was aware of the incident and it has never been forgotten.
When you see a major carrier make a political contribution, it's only in their home state.
The entire industry lobbies very heavily. It's their Business.

Did both parties anticipate inclement conditions as cour de rigueur? They did not.
Apud iovo, having operated in temperatures to -70 F, preparation and intent are Safe Operation.
Ergo, was the intent to complete the trip, or simply meander until repair was necessary?
